Q is a Geography student on placement with a City Council Planning Team. Q has been asked to review some feedback from a recent public consultation meeting about the Council’s Greenery action plan.
<p style="float:right; margin:10px; width:40%";><img src="https://cms25.neocities.org/Double%20Diamond%20Images/QandSupLaptopPPP.png" alt=""; width="60%"></p>
At the consultation, people from a dense urban area said they want more greenery, but also worry about loss of parking space, maintenance costs, and anti-social behaviour in underused green spots.
Q’s Supervisor says “This is a good opportunity for you to demonstrate your problem solving skills. How might you start to address this?”
''What should Q suggest?''
- [[Map out the different stakeholders->S2G]] in the area (residents, businesses, the Council’s Planning Team and Maintenance Team) and try to identify what each group is looking for and what each is most concerned about.
- [[Start investigating potential sites->S2B]] for green installations that won’t impact on parking space.
<p style="float:right; margin:10px; width:25%";><img src="https://cms25.neocities.org/Double%20Diamond%20Images/SupervisorHappyYYY.png" alt=""; width="50%"></p>
Q’s Supervisor agrees “Yes. That’s a good approach that aligns with the Discover phase of the Double Diamond. We’ve had a few consultations in that area with representatives from different groups. We can review the results of those to put together a clearer picture.”
--------------------------
Q’s supervisor gives Q access to research reports from previous consultations. Q finds that:
• The Planning team are keen to showcase green initiatives.
• Residents want more greenery but not at the expense of parking.
• Business representatives recognise the value of adding greenery to the area, but don’t want to lose valuable parking spaces or create areas that would be tempting for young people to gather in and intimidate potential customers.
• The maintenance team highlights potential long-term upkeep costs of green areas.
Q’s Supervisor says: “There are some conflicting viewpoints here. What would you suggest we do next?”
''What should Q suggest?''
• "Let’s use the consultation data to [[rank the key concerns->S3G+1G]]. We could tally how often each issue (like parking loss, business access, or safety) is mentioned. We could even map them on a simple impact-versus-feasibility grid. That way we can focus on what matters most to the community and what the Council can realistically address."
• “The problem is that residents and business people don’t know enough about different types of green infrastructure and their potential benefits. We should [[create an educational campaign->S3B+1G]] and involve local schools.”
<p style="float:right; margin:10px; width:25%";><img src="https://cms25.neocities.org/Double%20Diamond%20Images/SupervisorNotHappy.png" alt=""; width="50%"></p>
Q’s Supervisor cautions “It’s tempting to rush ahead to find solutions, but I think we should spend more time reviewing the issues, aligning with the Discover phase of the Double Diamond. We’ve had a few consultations in that area with representatives from different groups. We can review the results of those to put together a clearer picture.”

''What should Q suggest?''
• "Let’s use the consultation data to [[rank the key concerns->S3G+1B]].
Q’s Supervisor agrees “Ranking key concerns and creating an impact/feasibility grid are great ideas. Those are useful tools in the Define phase of the Double Diamond to help us identify the most useful problem to solve.”
-------------------------
Q and their supervisor analyse the consultation data to compile a ranking for the issues raised and review each issue in terms of the level of concern vs the feasibility of the Council being able to address that issue. From this analysis, they find that their biggest opportunity lies in finding ways to increase greenery without taking away parking spaces
Q’s supervisor asks: “Given these findings, what would you suggest we do next?”
''What should Q suggest?''
• “I’ve seen a great example from Copenhagen where they added [[rooftop gardens to public buildings->S4B+2G]]. It looked amazing and boosted biodiversity. Maybe we could do that here?
• “Let’s [[brainstorm ideas that add greenery without reducing parking->S4G+2G]]. We can evaluate each idea against the ranked concerns - impact, cost, and maintenance feasibility. Then take them back to the next consultation for discussion.”
<p style="float:right; margin:10px; width:25%";><img src="https://cms25.neocities.org/Double%20Diamond%20Images/SupervisorNotHappy.png" alt=""; width="50%"></p>
Q’s Supervisor cautions “Raising awareness is useful, but I’d like us to find a way to address the practical issues that people have raised. Let’s go back to the consultation data and prioritise the issues raised.”

Q’s Supervisor agrees “That aligns well with the Develop phase of the Double Diamond. Let’s first do some brainstorming with other teams in the Council, then arrange a co-design session with representatives from the local area.”
-------------------------
Q and the supervisor meet with representatives from other teams within the Council to brainstorm ideas.
Ideas include:
• Vertical planters or living walls on the sides of car parks or buildings.
• Small planters and tree boxes along pedestrian routes that don’t remove parking bays.
• ‘Pocket Parklets’ — modular seating with built-in greenery that can be moved if needed.
At the co-design session, area representatives liked the Pocket Parklets, and also suggested:
• New bus stops with green roofs and planters.
• Hanging platers on lamp posts and railings.
• A community “adopt-a-planter” scheme where residents or businesses take responsibility for small planters near their premises.
Q’s supervisor says “We have a number of ideas here, what should we propose in our report to management?”
''What should Q suggest?''
• “Let’s [[include all the ideas in the final report->S5B+3G]]. If we show lots of examples, we’ll look more ambitious and can impress management with the range of concepts.”
• “Let’s propose a [[small-scale pilot->S5G+3G]] of the most feasible ideas (3 parklets, a green roof on a bus stop, and a few hanging planters) in locations identified as least disruptive. We can then include a short evaluation plan to collect community feedback, observe maintenance demands, and assess impact on parking and anti-social behaviour.”
<p style="float:right; margin:10px; width:25%";><img src="https://cms25.neocities.org/Double%20Diamond%20Images/SupervisorNotHappy.png" alt=""; width="50%"></p>
Q’s Supervisor cautions “Rooftop gardens can work well in some cities, but here, most of the buildings are not structurally suitable for green roofs. To find solutions that match the local context, let’s do some brainstorming ourselves and then arrange a co-design session with representatives from the local area.”

• The Planning Team will prepare a proposal for three pilot sites to trial different greening approaches.
• The pilots will include a mix of parklets, green-roof bus stops, and community-adopted planters.
• Feedback will be gathered through the Council’s Your Say portal and by monitoring public use, parking impact, and maintenance costs.
Congratulations on helping the team achieve this result!
